Secretary of State Marco Rubio received a formal intelligence warning on October 23 that Iranian efforts to kill American personnel have moved from planning to active execution. Director of National Intelligence Jay Clayton sent the memorandum to Rubio, with a copy directed to CIA Director John Ratcliffe. The document confirms that US agencies have identified a sharp increase in hostile activity targeting US citizens and officials.

Clayton stated in the memo that lethal plotting has reached advanced stages in the Middle East and specific other countries. He noted that intelligence agencies gathered this data through multiple channels, indicating a substantial intensification of Iran's campaign. The warning is specific enough to suggest imminent threats, though the unclassified document did not name individual targets or detail the attack methods. It also did not list the specific non-Middle Eastern locations where plots are developing.

The intelligence chief cautioned that the information is currently relevant to a wider group than those who hold the necessary security clearances. Clayton indicated that the underlying data had already been shared with senior, cleared members of Rubio's team. He offered Rubio an additional briefing to ensure the Secretary was fully informed. The goal is to align diplomatic strategy with the rising threat level faced by US personnel stationed abroad.

Clayton pledged to work on downgrading the classification of the intelligence as quickly as possible. This step would allow Rubio to share the details more broadly with State Department staff who may be at risk. The memo itself was marked unclassified, ensuring the warning could be disseminated without immediate security hurdles. This transparency aims to help diplomats understand the specific dangers they face in their current postings.

The warning arrives as the State Department reduces its diplomatic footprint in several Middle Eastern nations. Washington ordered nonessential employees and their families to leave Saudi Arabia following a surge in attacks by the Iranian-backed Houthis. Additional staff reductions were ordered for embassies in the United Arab Emirates, Lebanon, Qatar, and Jordan. CNN reported that the US is speeding up departures from these regional posts, with some diplomats leaving shortly after returning from earlier evacuations during the Iran war.

President Donald Trump maintained the possibility of further military action on Friday. He suggested the United States could repeat an operation similar to Operation Epic Fury if Tehran fails to reach an agreement. "We may do another little Epic Fury. Or they'll agree," Trump said. Israel has urged Washington to launch new strikes on Iran, though those efforts have not yet resulted in action.

The situation reflects a dual-track approach where diplomatic efforts continue alongside preparations for potential military escalation. The intelligence memo serves as a concrete basis for these operational changes. It confirms that the threat to American life is not theoretical but advanced and active in multiple regions.
