The White House confirmed on Friday that Russia and Ukraine have agreed to halt military operations in the Russian-occupied city of Oleshky starting October 27. This pause is designed to facilitate the delivery of humanitarian aid and the evacuation of approximately 2,000 civilians currently trapped in the city.

Oleshky, located in southern Ukraine, has been under Russian control since February 2022. Residents report critical shortages of food, water, and electricity. Some survivors are consuming weeds, boiled grass, and limited rations to stay alive. The arrangement allows for a coordinated exit for those who wish to leave the area.

Melania Trump’s representative negotiated the terms directly with leaders from both nations. The first lady stated that evacuees would receive transportation to their chosen destination, noting that some residents intend to go to Russia while others will head to Ukraine. This diplomatic effort follows weeks of Ukrainian appeals for a humanitarian pause, which Moscow previously rejected.

Dmytro Lubinets, Ukraine’s ombudsman, detailed the operational plan on Friday. The mission includes demining access roads and distributing enough supplies to meet the needs of all residents. Lubinets emphasized that the goal is to establish a sustainable relief effort that extends beyond this single location and event.

The agreement comes amid rising tensions between Washington and Kyiv. Ukrainian forces report continued disruptions to the Starlink satellite network, despite President Donald Trump’s claim that Elon Musk had lifted service restrictions. Ukrainian officials said data speeds remained capped at about 100 mph on Friday, hindering the operation of high-speed drones and other military equipment.

Serhii Beskrestnov, a military expert advising President Volodymyr Zelenskyy, stated that no lifting of the restrictions has been observed. These technical issues have compounded diplomatic friction, particularly after the United States temporarily suspended intelligence sharing and began importing Russian diesel to lower domestic energy prices before midterm elections.

Russian Deputy Prime Minister Alexander Novak announced on Friday that three tankers are currently en route to the United States. He indicated that Russian companies could supply 500,000 metric tonnes of diesel in October. Meanwhile, Kremlin spokesperson Dmitry Peskov said trilateral talks between the three nations are expected to resume in Abu Dhabi in November, following a recent overnight barrage on Ukraine.
